## Summary [NIFI-16410](https://issues.apache.org/jira/browse/NIFI-16410) When an exact NAR dependency is unavailable, `NarClassLoaders` can select the sole available candidate matching the dependency ID and continue loading. Logging this fallback at WARN produces warnings even though dependency resolution proceeds as designed. Change this message to INFO in both startup and additional NAR loading. Preserve the message, dependency resolution behavior, and warnings for unresolved dependencies. ## Tracking - Apache NiFi Jira issue: NIFI-16410. - One signed commit based on current `main`; commit and PR title use the issue prefix. ## Test plan - [x] JDK 21: `./mvnw -f nifi-framework-bundle/nifi-framework/nifi-nar-utils/pom.xml clean install -Pcontrib-check` — 28 tests passed; Checkstyle, PMD, and Apache RAT passed. - [x] JDK 25: same module command — 28 tests passed; Checkstyle, PMD, and Apache RAT passed. - [x] `git diff --check`. - [ ] Full NiFi reactor build — not run to completion; reactor project scanning stalled during dependency resolution. Direct module builds succeeded. No new dependencies or documentation changes. No new tests; this changes only two logger method calls.
