   [NIFI-16412](https://issues.apache.org/jira/browse/NIFI-16412) Replaces the 
use of Bouncy Castle libraries in `nifi-security-cert-builder` with a custom 
`DerEncoder` class that supports constructing the DER-encoded X.509 Certificate 
object.
   
   The `nifi-security-cert-builder` library supports multiple unit tests and 
also provides self-signed certificate generation for default installations of 
Apache NiFi. The `StandardCertificateBuilder` class retains the same set of 
options for customizing generated certificates, avoiding any impact to existing 
usage of this library.
