A Process Group flow replacement can include a Parameter Provider association
for an existing Parameter Context. The flow update path includes several checks
when parameters are added or inherited contexts change, but it does not apply
that check when the proposed flow attaches a Parameter Provider. The same
Parameter Context checks required by the Parameter Context API should be used.
