Currently manifest checker job is under the clang build which causes a problem.
When the check fails it interrupts the job flow and the jobs after the manifest
check do not run, so the failures of the jobs afterwards like the clang-tidy
job are only revealed when the manifest is fixed. We should move the manifest
check to a separate job that uses the docker build so no other job depends on
its result.
