Reverting the Commons Codec bump to 1.22.1 because 1.23.0 changes `STRICT` Base64 decoding to require canonical line wrapping and separators. Shibboleth’s decoder, used by OpenSAML, now rejects the certificate formatting in our SAML metadata fixture, causing the same five test errors across all four build jobs. This is not just a fixture issue: production IdP metadata uses the same parsing path and could fail with equivalent formatting.
