[Claude Opus 5.5] Rebased onto the current `main` to resolve merge conflicts. The only conflict was in `FlowControllerTest`, where `main` removed `throws IOException` from `createStandaloneFlowController` next to a test this PR adds. All commits are unchanged in content otherwise. Locally, all tests, Checkstyle, and PMD pass in `nifi-framework-core`, `nifi-framework-components`, `nifi-framework-cluster`, `nifi-web-api`, `nifi-stateless-engine`, `nifi-framework-api`, `nifi-framework-core-api`, `nifi-client-dto`, and `nifi-properties`. -- This is an automated message from the Apache Git Service.
