 Review comment:
   Thats a good point. I thought a while back I looked into using boolean and 
either h2 or postgres didn't support it, so we have some other places where 
already use an int with 0 or 1.  Since this table already has the "allow bundle 
redeploy" flag as an int, I'd prob lean towards staying consistent with that, 
but on any new tables would try to use boolean if it works.
