We just tested a way to push localized builds in addons

This ticket is to do the same for our OpenNLP builds.
Requirements:
# SNAPSHOT build scope only - regular builds are unchanged and no process
change happens here.
# Can only build off of a branch that is not main.
# Deployments only go to repository.apache.org
# By default builds will use the branch name, which would be required to have
a Jira ticket ID in front of it.
# The snapshot artifact will use the naming convention of
opennlp-\{name}-\{branch or feature name}-SNAPSHOT.
# Does not automatically publish, needs to be manually triggered
