Turns on GitHub issues and discussions for the sandbox, as agreed in
[OPENNLP-1983](https://issues.apache.org/jira/browse/OPENNLP-1983). Companion
changes: issues and discussions in opennlp, issues only in opennlp-addons.
Issues give users a place for questions and bug reports about the sandbox
components that do not warrant a JIRA ticket, and discussions a place for
proposals before they become one. Design decisions and releases stay on the dev
list and in JIRA.
Two points for review:
- This repository had no `notifications` block, so issue and discussion mail
would have landed on the default list. Both event types now route to commits@,
as they do for opennlp and opennlp-addons. Every other event type keeps its
current routing.
- The `features` block names all four flags, not only the two that change,
so a later edit cannot flip the wiki or the project boards by leaving them out.
Their current state is kept: wiki off, project boards on.
The setting takes effect once this is merged to `main`, not when the pull
request opens.
