For AOO 4.0/4.0.1 we don't released Danish due to an incomplete translation. For 3.4.1 there would have been no need to install an English version first and then a Danish language pack. But is doesn't really matter and the question is indeed what would be a good and easy to understand workflow for users who have installed language packs and use them and got an update for the core installation. Regarding your assumption that language packs are extensions. Where did you see that language packs are packed as oxt?
