I was able to replicate the bug as reported by chengwee in comment 5 on
AOO401m5 (Build: 9714) Rev. 1524958 on Windows 8 Pro x64 by following these
steps:
1. Opened the file supplied by freemant in Writer
2. Used "Tools -> Language -> Chinese Conversion"
3. Selected "Traditional Chinese to simplified Chinese"

After the conversion, additional text (in simplified Chinese) not found in the
original traditional Chinese text was prepended into the paragraph. However, no
text was relocated as freemant described.

In addition, an additional simplified Chinese character was inserted a few
characters afterward. Aside from the added text, all of the remaining text
remained as traditional Chinese characters and was not converted into
simplified glyphs.

I also attempted to replicate the bug in the following manner:
1. Copying the text in the file supplied by freemant
2. Opened a new Writer file
3. Used "Edit -> Paste Special" and selected "OpenOffice Writer"
4. Used "Tools -> Language -> Chinese Conversion"
5. Selected "Traditional Chinese to simplified Chinese"

And this resulted in the original text correctly converted into simplified
Chinese characters without any abnormalities.
