We need some more explication why and where you need that for Base?!
I would have expected such a feature for menu 'Insert -> Picture from File'.
But there it seems unnecessary to me, a quick test with 4.1.0-dev showed that
AOO keeps latest setting for a really imported picture, even after AOO has been
terminated and reopened.
