Hello,
Was able to recreate this issue using Windows 7/ OO Writer version 4

Steps taken:
1. Opened a new document.
2. Typed three lines of random text, hitting Enter at the end of each line.
3. Highlighted the text, clicked on Bullets On/Off button from the top tool
bar. 
4. Text was formatted to bullet-ed list 
5. Clicked on View -> Toolbars -> Drawing to insert a Drawing toolbar
6. Clicked on the "T" icon in the Drawing toolbar to select insert a Text Box

7. Clicked within a document, dragged the pointer to create a Text Box
8. Typed three lines of text within a Text Box, hitting Enter at the end of
each line.
9. Highlighted the text - Bullets On/Off button is not available on the tool
bar.

Two additional usability issues: 
I - The hover text for "T" icon in the Drawing toolbar does not read "Text
Box", it just reads "Text". But in the Form Controls tool bar there actually is
an "ABC" icon with the hover reading "Text Box". This can be misleading to the
user who is trying to find Text Box tool.
II - When inserting a text box using the "T" icon in the Drawing toolbar, if
user doesn't immediately type in the newly dragged shape, the shape disappears
and the user is forced to drag/draw another text box shape.
