Version has been modified erroneous, so back to most early version

Of course a format applied to a cell range will not overwrite format applied to
single characters in a cell. You can simply reproduce this:

0. Open new spreadsheet.
1. Into B2 type "This is not blue"
2. Click B2,
   > cell cursor on B2
3. <control+c> for 'copy'
4. Select B3:B4 ->  <control+v> for 'paste'
   > Text also in B3:B4
5. Double click B2
    > Edit mode
6. Select string  "not blue"
7. with 'Font Color' Icon / Color picker apply color Blue
   > part of text in B2 has become blue
8. Double click B2
    > Edit mode
9. Select string "not blue" -> Rightclick -> Character -> Font Effects -
   Font color -> Automatic' [ok]
   > Black again
10. Select B1:B5 -> with 'Font Color' Icon / Color picker apply color Blue
    > All is blue except string modified in step 9

This is the effect shown in reporter's sample, NOT AN ISSUE
