Thus, no broken functionality here. As far as I know this is also the case in Microsoft Word. But, as in Microsoft Word, the cursor can be placed in front of the graphic bullet (or a normal bullet or a numbering label). For normal bullets and numbering labels this situation is indicated to the user by a grey background. This grey background is not painted for graphic bullet. That is the only difference to Microsoft Word as far as I know.
