Navigation and Navigator are different kind of controls.

The Navigation control is shown when you click at the second button at the end
of the vertical scrollbar. Then you can drag the Navigation control and it
stays open.

The Navigator control is shown as one deck of the sidebar. Additionally, it can
be opened via F5 or a click on the corresponding toolbar button.

Due to comment #7 I am closing this issue as not-an-issue
