I loaded NB 7.4 for Linux and ran through the steps and found no issues.
Is your Win 8.1 32 or 64 bit?
I found a lot of issues on the internet with that NB error 87 on Win 8.1 like

But you listed 32 bit Java not 64 so I'm not sure it's the same issue.
What processor type and video do you have?
