I don't think it is a bug.
Please compare
=INDEX({1;3;5|7;9;10};{2;1};0;1)
and
=INDEX({1;3;5|7;9;10};0;{2|1};1)
as array formulas.
Consider the difference between the vector directions!
(vertical {a|b} for column value and horizontal {a;b} for row value)
