Configuration information:
Computer -  Lenovo Ideapad Z580
Operating System - Linux Mint 17.2 Cinnamon 64-bit (Linux kernel
3.16.0-38-generic)
Open Office Version - 4.1.1 
Build Information - AOO411m6(Build:9775)  -  Rev. 1617669


Steps I took to recreate the bug:
1 Open a new Document in Writer.
2 Type any amount of characters ( I wrote a paragraph of around 250 characters
in length.)
3 In the Formatting Toolbar (which by default is the lowest toolbar), in the
selection box labeled “Apply Style,” Highlight the current style, and type in a
new name (ex. “MyStyle”)
4 Open “Styles and Formating” (Found to the right of the “Apply Style”
selection)
5 Click on the “Fill Format Mode” icon.

Result: The “Fill Format Mode” icon is now whited-out and unselectable. Upon
selecting a format, the icon colors in, and is selectable, but the feature
still does not work.

Also attempted were tests with three alternate versions of step 4:
1 Open the top Format menu, then Select “Styles and Formating.”
2 Open “Styles and Formatting” via the F11 Shortcut.
3 Open “Styles and Formatting” from the colored vertical toolbar on the right
side of the document.
Each of these tests had the same result as the original.

Attached to my comment are three screenshots:

steps.
2 FillFormatBug2.png - shows three of the four methods used to access Styles
and formating per step 4 and its alternate steps (Not pictured is the use of
the F11 shortcut.)
