 ="2.2"*2 doesn't work either.

"2.2" is a text value, not a number.  Apparently conversion ot to a number
fails for text strings for non-integers.  

The OpenFormula specification of ODF is no help here.

It is perhaps of some interest that ="2.2"*2 does produce 4.4 in Excel 2016
when "." is the decimal separator of the current locale.
