Maven groupId for all components is currently "net.hydromatic.optiq", and needs
to be changed to "org.apache.optiq" before we can deploy releases or snapshots
to Apache nexus (see OPTIQ-351).
Change version number to "0.9.0-incubating-SNAPSHOT" ("incubating" is necessary
per Apache, and the ".0" patch version buys us a bit of time before we need to
hit 1.0.
Rename "optiq-parent" module to "optiq".
This change does not affect the java package names; see OPTIQ-296.
