HI ALL:
we are using orc as our main file format. we met `Corrupt PATCHED_BASE
encoded data (pl==0)!` recently. after a few investigation we identified
[baseBytes](https://github.com/apache/orc/blob/main/c%2B%2B/src/RleEncoderV2.cc#L533)
could overflow when bit size of `option.min` > 56, `findClosestNumBits` could
return 64. `baseBytes` could be 9 after `baseWidth % 8 == 0 ? baseWidth / 8 :
(baseWidth / 8) + 1`. however `baseBytes` only has 3 bits in the header which
leads to 0 after put it in the header byte.
