Currently OM deletion service iterates through deleted keys table and sends
blocks for deletion to SCM. I can see that blocks for same key are sent 10
times from OM to SCM. This would lead to creation of 10 transactions for the
same blocks in SCM.
Apparently the db is not updated and OM keeps sending the same set of keys for
about 10 minutes.
