Ethan Rose resolved HDDS-4997.

Release Note: Decided that downgrade will not be supported until the 1.1.0
to 1.2.0 upgrade, during which users can downgrade to 1.1.0. This means this
will not be a problem, since it only occurs downgrading to 1.0.0.
Resolution: Not A Problem
