Container Health Task is a SCM task which scans the containers metadata sent by
datanodes to Recon and based on container states, their health is being
accessed, so Recon should expose some metrics related to container health
statistics for overall set of containers:
# containers missing count.
# container under-replicated count.
# container over-replicated count.
# container mis-replicated count.
