## What changes were proposed in this pull request? Create a new module for `MiniOzoneCluster` and its implementations, separate from integration tests. - `MiniOzoneCluster` may be useful for other services (Hive/Impala/etc.). - Easier management of dependencies: `MiniOzoneCluster`'s dependencies can be transitive, tests' dependencies are not. https://issues.apache.org/jira/browse/HDDS-12569 ## How was this patch tested?
