When [allowing ini files|
https://issues.apache.org/jira/browse/HDDS-12484] to configure column family
options for RocksDB there was a bug encountered that TableFormatConfig is not
read properly in 7.x versions of RocksDB. So instead of reading those the
default Ozone specified values are used. Remove these places and the TODO
comments from the code.
