Description:
If you run ozone admin pipeline close <pipeline_id> as non-superuser, it fail
and there is no exception received on the client side. Only in audit we get an
entry for failure.
However other commands like ozone admin pipeline deactivate <pipeline_id>,
reports an error if non-superuser is running the command. This silent failure
gives an impression of the close command either never completing or stuck to
the user.
