Summary: Configure log4j to gzip rolled over service log files

Configure {{log4j}} properties to enable gzip compression for rolled-over
service log files for all three components: {*}Ozone Manager (OM){*},
{*}Storage Container Manager (SCM){*}, and {*}Datanode (DN){*}. The
configuration should ensure Max File Size Limit and Max Backup Limit.
