Summary: SCM should allocate Streaming pipeline for Streaming

When Streaming is disabled, the pipelines won't have the datanode Streaming
port information.
After Streaming is enabled, the pipelines created before Streaming enabled
still won't have the Streaming port. By default, it will fall back to the gRPC
port but it won't work. SCM should detect such pipelines. It should either
update them or do not to allocate them to the Streaming clients.
Note that the pipelines created after Streaming enabled do not have such
problem.
