When an in-flight snapshot create request fails before being added to the
Snapshot Chain and table for ex., If a request fails because the snapshot
already exist, the in-flight snapshot requests are not decreased.
This causes further snapshot requests to fail even though the number of created
snapshots have not reached it's limit.
