{\{TestCloseContainer#testContainerChecksumForClosedContainer}} is failing
intermittently, including in [this
run|https://github.com/apache/ozone/actions/runs/15914412272/job/44889537811?pr=8565].
The test expects the checksum file to be generated as soon as the datanode's
container state moves to closed. Then the test does not wait for SCM to get the
container report for the new replica. The actual order of steps is:
** Container state moved to closed
** Checksum file generated
** Report sent to SCM
