Summary: Flag to indicate under and over replications in
container-state check

Apart from checking the container and replica states, the replication related
health can also be indicated in the --container-state check.
In case of under/over replication, the output can specify the case. The check
need not fail.
If the above isn't feasible then a different check can be added for the same.
