Multiple Datanodes

Attempting to {*}start{*}, {*}update{*}, or *stop* the Disk Balancer operation
using *multiple datanodes* fails. The command does not execute as expected and
the operation does not proceed.
*Steps to Reproduce:*
# Use a CLI command to start/update/stop the disk balancer.
# Specify more than one datanode in the command.
*Expected Result:*
The command should successfully execute the requested operation
(start/update/stop) when multiple datanodes are provided.
*Actual Result:*
The command fails silently or returns an error, and the operation does not
proceed.
