## What changes were proposed in this pull request? The HA implementations of OM Statemachine and SCM Statemachine should be able to detect ratis statemachine flushed transaction inconsistency. This document proposes a new feature for the Apache Ratis framework to proactively detect and prevent data inconsistency across leader and follower state machines. The core of this proposal is a periodic, checksum-based consistency check initiated by the Ratis leader, typically during the snapshot process.
