{{ReconfigureProtocol.proto}} is in {{hdds-interface-client}}, but it belongs
to {{hdds-interface-admin}}.
1. It could be moved, but it would need proto.lock update
2. Or it can be excluded just from {{ozone-filesystem-shaded}} to reduce its
distribution
