Currently, Ozone accepts {{PutBucketLifecycleConfiguration}} requests missing
the {{`Status`}} field by defaulting it to `{{{}DISABLED{}}}`.
However, AWS S3 requires the {{`Status`}} element. Missing it should result in
a {{MalformedXML}} error.
We should align with S3 behavior and reject requests without a specified status.
