## What changes were proposed in this pull request? HDDS-13832. Enable safemode status queries on SCM followers This PR enables ozone admin safemode status to execute on SCM follower nodes by creating FOLLOWER_READABLE_COMMAND_TYPE containing InSafeMode and GetSafeModeRuleStatuses. Currently, followers reject these read-only queries with "Not Leader" errors.
