## What changes were proposed in this pull request? Remove dependency on SnakeYAML from `hdds-common`. For that, we need to move the network topology implementation to `hdds-server-framework`. `hdds-common` retains the interfaces and utils, as well as `NodeImpl`, since it is subclassed by `DatanodeDetails`. https://issues.apache.org/jira/browse/HDDS-14609 ## How was this patch tested?
