In HDFS, MiniDFSCluster supports racks and hosts and set the DNSToSwitchMapping 
(e.g. StaticMapping) to allow integration test to check for topology related 
logic. 

Currently Ozone only allow testing topology related logic in the unit tests 
(SCMNodeManager). We can support topology related logic in MiniOzoneCluster by 
allowing datanodes to set the racks and hosts as well as allow to set the 
StaticMapping. This allows a more end-to-end topology related tests (e.g. 
testing
