@jojochuang the idea is originated from doing a "rolling upgrade" with a validated small set of changes. We are doing an internal flow (while the full ZDU is being developed upstream [HDDS-14496](https://issues.apache.org/jira/browse/HDDS-14496)) that'll stop and restart all the OMs once, so in this case this won't take too much time, so clients could survive if they'd be able to retry if OM is in prepare mode. - I didn't see any harm doing this change here - If a user puts an OM to prepare mode and then decides to cancel that with `ozone admin om cancelprepare -id=<om-sevice-id>`, it'd be useful for that too, as clients can survive that @errose28 what do you think about this?
