Similar to HADOOP-19035, CrcUtil and CrcComposer should throw specific
exceptions for non-IO cases
- IllegalArgumentException: invalid arguments
- ArrayIndexOutOfBoundsException: index exceeds array size
- IllegalStateException: unexpected computation state
