Summary: SCM optimize pipeline closure

Making pipeline closure fast, it can make it to approx 2 min (4 HB)
HB 1 - trigger pipeline closure to SCM
HB 2 - close container will be triggered to DN
HB 3 - wait time to ensure container is closed
HB 4 - pipeline closure from DN
This is required to avoid quasi closed. But if Quasi-closed is ok which later
can be moved to closed, we can reduce to 2 HB ie 1 min, here close container
and close pipeline will be parallel.
