With https://issues.apache.org/jira/browse/HDDS-14829 submission of snapshot
diff is decoupled from cleanup so, cleanup interval can be increased in order
to retrieve the actual status of the job reliably without timing out.
Also ensure cleanup does not remove successful job report from the report table
until the report retention period exceeds and that it removes any partial
reports for unsuccessful jobs instead of skipping them.
