Add a FakeDatanodePipeline test harness and two unit test suites for the
DataStream write path. The harness simulates a datanode pipeline using
mocked Ratis clients and a concrete DataStreamOutput implementation,
with support for failure injection on chunk writes, putBlock, and
watchForCommit.
