Summary: [Recon] Cluster Capacity shows incorrect values when a DN
goes down

* When a DN is brought down, the drop down in Recon UI Cluster Capacity shows
greyed out as expected, but when i download the CSV from “Download Insights” it
still lists all the DNs.
* Once we wait for few minutes and check the drop down they greyed DN shows as
enabled, and the CSV file now shows right number of DN(does not list the DN
thats down).
* When any role is down, PendingDeletion shows -1 value (SCM and OM). Can we
avoid showing -1 in the UI
