Summary: client configuration causes long wait on failure retry

Client for every write operation check for:
* Watch: commit-all with timeout 3 min (default)
* and Watch: majority with timeout 3min (default)
Also have retry policy defined for long retry.
This can have long client wait to respond the failure.
