Currently, JMX exposes only the soft minimum free space threshold via
{{{}getReportedFreeSpaceToSpare(){}}}, while write path rejection logic uses
the hard threshold exposed through {{{}getFreeSpaceToSpare(){}}}.
So we need to expose the hard minimum free space threshold
({{{}getFreeSpaceToSpare(){}}}) through JMX alongside the existing soft
threshold ({{{}getReportedFreeSpaceToSpare(){}}}).
