Summary: [Recon] Overview and other pages of Recon shows different
status for Solr

Issue:
* While Solr is healthy in the cluster, the Overview page shows “SOLR is
HEALTHY” under Alerts.
* All other pages of Recon shows “SOLR is UNHEALTHY” even though SOLR is
healthy.
Expected behavior:
* In Overview page, If SOLR is HEALTHY it shouldn't be shown as Alert instead
can be a “message/Notification”. Only if SOLR is in unhealthy state should
display as an “Alert”
* All other pages should show the right message - same as the overview page.
