Summary: Add helpful CLI flags to finalization CLIs

Client side changes to improve CLI usability:
- `finalize --wait`: The client will perioidcally poll the cluster for status
from OM until the whole cluster is finalized. The finalize command should be
idempotent so waiting can be resumed at any time.
- `status --json`: Json version of the status output for scripting
- `status --verbose`: Includes internal information like OM and SCM software
and apparent versions. May also include the min and max datanode software and
apparent versions in the cluster and SCM's `shouldFinalize`/hddsFinalized
boolean.
Also switch all tests to use the new CLIs/RPCs in this change.
